I am an economist and public policy researcher based in the UK.
 

My work

With about 15 years of on-the-ground experience in economic research, I have contributed to a wide range of economic and public policy debates in the UK. Examples include influential research examining the impact of the 50% top rate of Income Tax, an assessment of the revenue-raising power of a 'mansion tax', and an examination of of current rates of Insurance Premium Tax.

 

I have written extensively on the economics of alcohol policy, and in 2019 set out detailed proposals for a reformed duty system.  This report played a key role in the Government implementing a differential duty rate for beer sold in pubs, in the form of "draught relief" - a similar approach to my suggested "pub relief". My 2022 proposals for introducing a road pricing regime in the UK were recently endorsed by the former Transport Minister Lord Young.

My insights have been covered in publications including the Financial Times, the Sunday Times,  the Guardian and the Daily Telegraph. I have appeared on BBC News, Sky News, Radio 4 and a range of other broadcast media.
