My work

With over 15 years of on-the-ground experience in economic research, I have contributed to a wide range of economic and public policy debates in the UK. Examples include influential research examining the impact of the 50% top rate of Income Tax, an assessment of the revenue-raising power of a 'mansion tax', and an examination of of current rates of Insurance Premium Tax.

I have written extensively on the economics of alcohol policy, and in 2019 set out detailed proposals for a reformed duty system.  This report played a key role in the Government implementing a differential duty rate for beer sold in pubs, in the form of "draught relief" - a similar approach to my suggested "pub relief". My 2022 proposals for introducing a road pricing regime in the UK were recently endorsed by the former Transport Minister Lord Young.
